Rostov Region hosts one of the widest networks of educational facilities among the federal units of the Russian Federation. The Region is on the top ten list in the number of schools, holds fifth place in the country in the amount of educational establishments of primary professional education, and third place in the number of secondary and higher professional educational institutions. In general, the level of educational services in the region is extremely high and is surpassed only by the educational networks in Moscow and St. Petersburg.

All kinds and forms of education are represented in the educational network in Rostov Region. This makes it possible for the population to learn any of the popular professions that are required in the job market and acquire any desired scientific degree. In compliance with the Constitution and the provisions of other laws of the Russian Federation, a package of norms and provisions regulating educational activities was prepared in Rostov Region. These norms and provisions deal with the questions of state support of various types of educational establishments involved in children‘s training, upbringing and development; institutions delivering professional education to students and establishments providing target contract training to specialists.

A lot of effort is being invested in the Region in developing various forms of social partnership, bringing multi-sided agreements among  industrial enterprises, educational establishments, municipal bodies and the regional Ministry of Education, in compliance with the norms of legislation.

The primary practical objectives include installing computers in schools, developing Internet education, making rural education more mobile in the framework of the program “The Road to School“. As part of the implementation of this program, 400 school buses are operating on more than 1000 new bus routs to bring the children from remote settlements to big schools.

Eighteen state higher educational institutions are involved in creating complex multilevel educational systems (lyceum to professional lyceum to college to higher educational institution and to further educational services).

The Structure of educational network

Îáðàçîâàíèå â Ðîñòîâñêîé îáëàñòèEvery fifth inhabitant of Rostov Region is involved in the region’s educational system as a student or a teacher. All together, educational institutions of all types cover more than 950 thousand people.

Today, 207 institutions of additional educational services for children and 44 institutions for orphaned children work in the Region. A network of paramilitary educational institutions, based on the model of well-established military schools (Suvorov and Nakhimov military colleges, cadet schools, Cossack schools) is being created. In 2002, cadet military schools were opened in Belaya Kalitva, Morozovsk, and the Auta settlement in the Shakhty district (a branch of Novocherkassk Kadet Military School).

Human Resources

More than 100 thousand teachers, university professors and scientific workers are employed in the educational system of the Rostov Region. Among them are more than 300 honoured teachers of the Russian Federation, more than 60 honoured teachers of professional education, and about 7 thousand Doctors of Sciences, professors, PhD-holders, and assistant professors (senior lecturers).

Between 1999 and 2002, 25 educational institutions in Rostov Region underwent renovation, construction or reconstruction. This work provided 7393 additional places for students, including specialized teaching facilities, and improved the general conditions in the educational facilities. 

Educational Programs, New Technologies, Target Projects

The structure of the educational network in the Region is becoming more differentiated. The content of education is being renewed, based on humanitarian values and development objectives. Multilevel systems offer an opportunity of selection among various options.  

The process of transferring pre-school educational establishments to municipal jurisdiction has been completed. Various skills-development programs are being implemented. Small-budget forms of pre-school education are becoming wider known. Thirty-four secondary schools (23 in the cities and towns and 11 in the villages) are taking part in an experimental project aimed at improving the structure and contents of secondary education; 4 of these are higher-level schools (2 lyceums and 2 gymnasiums). The following aims are being pursued:

  • the implementation of health-friendly information technologies and the introduction of a foreign language at the elementary stage of secondary general-education schools;
  • renewal of the contents of education in senior school;
  • the formation of a professional education model. Rostov Region belongs to the network of federal experimental grounds in this area.

In order to ensure objective grading during the final assessment of secondary school graduates and to provide equal opportunities for getting secondary and higher professional education, the educational authorities are conducting a major change in today’s system of graduation exams in secondary schools and entrance exams in higher and secondary specialized institutions, taking into account the results of the experiment that introduced the unified state examinations. Rostov Region is the only federal unit in the South of Russia that participates in this experiment of introducing unified state examinations from the very beginning, and this participation is growing every year (first year – two districts and two higher educational institutions, second year – 14 districts and 12 higher educational institutions, and by the end of the 2002-2003 academic year – the whole territory of the Region, 14 higher educational institutions, and more than 30 colleges).

In 2001, computers were installed in all educational departments and offices to provide a common informational field for all educational services. The Ministry of Education and municipal educational bodies enjoy the opportunity of fast and efficient information exchange via e-mail.

Within the period of 2000-2002 3744 computers with a total value of more than 100 million rubles were allocated to secondary schools in different towns, settlements and villages in the Region. In 2001, two IT-centers were created in elementary professional educational institutions in Rostov-on-Don and Volgodonsk, in 2002, the “Intel” center was opened in the Regional Institute of Retraining of Educators. With the help of these facilities more than 2 thousand managers of educational authorities, teachers, engineers and other educators received professional retraining that raised their qualification levels.

An important contribution in renewing education and in developing educational institutions was made by the “Pedagogicheskiy Vestnik” newspaper and the Ministry of Education of the Russian Federation, which held the contest “School of the Century”. Eleven educational establishments in the Don region won prizes in this prestigious contest.
